JOB DESCRIPTION

 

JOB TITLE:  C&B AM/ Manager

REPORTS TO:   HR Director

NUMBER OF SUPERVISION: 8           

 

JOB PURPOSE 

 

Responsible for overall HR C&B functions, including develop, review, and implement HR policies and procedures develop the strategies of reward mechanism, ensure legal compliance. And develop and manage HR Information system

 

Key Responsibilities AND % OF TIME SPENT ON EACH 

 

20%  Compensation Strategy & Workforce Cost Management

  • Lead annual compensation cycles including salary review, bonus planning, promotion adjustments, and workforce cost budgeting. 
  • Design and maintain scalable salary structures and grading frameworks suitable for restaurant frontline, shift leaders, and corporate roles. 
  • Develop incentive and variable pay programs aligned with restaurant KPIs (e.g., sales, productivity, attendance, service quality). 
  • Conduct market benchmarking for QSR and hospitality talent segments to ensure external competitiveness and internal equity. 
  • Partner with Operations and Finance to manage total labor cost, headcount planning, and productivity analysis across restaurant network. 
  • Support compensation decisions for hiring, retention, internal transfer, and critical talent cases.

 

15%  Benefits Design & Administration

  • Manage and evolve employee benefits programs including insurance, leave policies, wellness programs, and recognition schemes.
  • Ensure benefits offerings are competitive and appropriate for a large frontline workforce with high PT/FT mix.
  • Manage vendor relationships (insurance, benefits providers) and oversee renewals, utilization, and cost control.
  • Drive clear communication and employee education on compensation and benefits programs across restaurant teams.


20%  Payroll, Attendance & Workforce Governance

  • Oversee payroll governance across a highly complex workforce structure including: 
  • Full-time employees 
  • Part-time / hourly employees 
  • Shift-based restaurant teams 
  • Cross-restaurant support assignments 
  • Ensure accurate and compliant payroll processing covering overtime, shift differentials, allowances, and variable attendance patterns. 
  • Ensure compliance with Taiwan labor regulations including labor insurance, labor pension, taxation, working hours, and overtime rules. 
  • Partner with Operations to govern attendance, scheduling, leave, and labor compliance practices across restaurants. 
  • Support audits, labor inspections, and internal compliance reviews. 
  • Identify payroll and workforce process risks and drive continuous improvement.


15%  HRIS & HR Digital Transformation

  • Act as key HR owner for HRIS design, implementation, and continuous enhancement.
  • Partner with IT, vendors, and business stakeholders to optimize HR systems supporting:
  • Attendance & time tracking
  • Shift scheduling integration
  • Payroll calculation and interfaces
  • Employee lifecycle management
  • Leave and absence management
  • Drive automation and standardization across 500+ restaurant locations.
  • Build and maintain HR dashboards and workforce analytics for business and operational decision-making.
  • Ensure data accuracy, system integrity, and scalable HR process design. 


10%   Policy, Compliance & Governance

  • Develop and maintain compensation, benefits, payroll, attendance, and labor compliance policies and SOPs. 
  • Ensure alignment with Taiwan labor laws and internal governance standards. 
  • Provide practical guidance to restaurant and operations leaders on workforce compliance and labor practices. 
  • Monitor regulatory changes and implement required policy/system updates.

 

20%  Team Management

  • Manage the C&B team, particularly with regard to performance management and team members development
  • Promote a customer focused and team-based culture
  • Ensure team operate professionally
Requirements:

Qualifications/ Competence Requirements


    Bachelor’s degree in Human Resources, Business, Finance, or related field. 

    6–10+ years of experience in Compensation & Benefits, HR Operations, Payroll, or HRIS roles. 

    Experience in QSR, F&B, hospitality, retail, or other large frontline workforce environments strongly preferred. 

    Strong understanding of Taiwan labor law, payroll regulations, labor insurance, and labor pension systems. 

    Proven experience handling complex FT/PT workforce structures, shift scheduling, and hourly pay systems. 

    Hands-on HRIS experience (implementation, optimization, or transformation projects strongly preferred). 

    Strong Excel and data analysis skills with ability to build workforce insights and reports. 

    High attention to detail with strong process discipline and problem-solving ability. 

    Strong stakeholder management skills across operations-heavy environments. 

    Fluent in Mandarin; good English communication skills is a plus.
